Patient Care Philosophy
I chose Vascular Surgery because I derive tremendous satisfaction helping patients to understand the causes and treatments of their vascular conditions. I enjoy guiding patients through the treatment process, performing technically-demanding procedures and following patients long-term.

Originally from Massachusetts, Dr. Steven Kagan is a Board-certified Vascular Surgeon who specializes in treating all diseases of the arteries, veins and lymphatic system. He performs a variety of procedures including angioplasty and stenting of arteries and veins, varicose vein laser procedures and sclerotherapy, endovascular and open aneurysm repair, carotid endarterectomy, and dialysis access fistulas and grafts. He was an early adopter of new minimally invasive treatments for arterial blockages, aneurysms and varicose vein disease.

Dr. Kagan trained at both Massachusetts General Hospital in Boston and at the Mayo Clinic in Rochester, Minnesota. Before coming to Raleigh in 2003, he was an assistant professor of surgery at Temple University Hospital in Philadelphia for six years and director of the hospital’s Endovascular Surgery Program. Dr. Kagan has also published numerous journal articles and co-authored book chapters earning him awards of distinction for teaching excellence.

Patients of Dr. Kagan will find him to be a skilled and caring surgeon who believes in WakeMed’s ideals of putting the patient and their family first. I treat patients the way that I would want myself and my family treated -- with clinical skill and compassion.

Dr. Kagan and his wife are proud parents of two grown children – both of whom are graduates of UNC-Chapel Hill. When not following the Boston Red Sox, Dr. Kagan enjoys fly fishing, golf, running and weight-lifting.
